Buttons vanished or not working the way we'd expect them to? Any other problem with the interface?

I have recently installed the game and started playing it.
Mid-way through the tutorial (prior to the construction of a barracks) the game froze and I heard a windows error blip. I had to ctrl alt del the game in order to shut it down.
Ever since this incident half of the menu buttons are greyed out and un pressable.
When I try to press them i heard a wierd choppy sound and nothing happens.
The only buttons i am able to press are the lower half of the menu : option credits and exit.

I have already tries clearing the cash but it didn't work.

My system is a intel pentium 44 2.8 gig.
1024 memory
9800 radeon card
dell mother board with integrated sound card
i'm using the lates drivers and direct x
please help.
