Continuous Play - Cannot Go Past Citizen?

I am in the continous play mode ... finally making some money :)
Anyway I just got up to Citizen houses and I'm trying to satisfy their need for chocolate. All of the needs are met but the houses are not upgrading. Do I need to have all cobblestone streets or something else? Everything is in the green including theatre, oil, chocolate but nothing is happening.

takes a little while and tax has to be dark green. you also have to give them talismans/whatever so all needs met

And here I was excited that I was finally in the positive ....

But you can set the taxes back into light green, when you have enough houses :go:
The darkgreen is just for the upgrading of houses.

try this
- stop them using tools
- set tax to dark green, as near to light green as you can
- wait and see the green arrows comming up to the houses
- klick one house and press u
- have a look at your balance everytime you press u
