Cannot advance to next level in MP only

Hello, so I cannot advance after a certain point, no matter that all conditions are satisfied. This only happens in MP mode; one game could not get to Merchants and one game could not get Settlers to advance to Citizens and Cits would not go above 440, no matter what was done.

Any ideas?

Here's some more info. I tried last night with another person hosting and the same thing happened. I got to the point where I should have had some Merchants but no go, I even saw the shadowed Merchant image in my list of inhabitants but none of my 980 Citizens would advance even though they were getting everything they needed.

In addition, the other person's game displayed MT 1.00 as the version number and mine is just 1.00; what is going on here??

You know, after all the problems I have had with the networking I thought this would have been more complicated than that.

I happy and embarrassed to say that did work, I lowered their taxes and sure enough no problems. This is what I get for being a vet of the series, I forget the simple stuff a newb would try.
