hmmmm...... cool idea. Maybe they could do this as KoH2 though....
We had the ideas of feudal Japan and Ancient Rome for expansions or sequels, and I bet they gonna do this. I don't know if they make this cyberpunk-KoH, but you can motivate them:D
And a fantasy-KoH would be cool, either

i read about ancient rome and japan.. but i prefer china :) .. its will be cool to watch a massive battles in the steppes, to build the great wall to stop the mongolian hordes, even to invade the japanesse islands ;), etc.
