what is diplomacy?
and how is it used in the game?

Diplomacy in short is the dealings with other nations. In KoH it is when you deal with other kingdoms. The use of diplomacy is not the best in KoH. All the you can do is sign trade agreements, pact of non-agression, allience pacts, and marriages. There are a few lesser things that can be used in diplomacy like gifts of money or land, release of prisoners, and use of spys.

Everything you do in KoH and has some connection with any other state influences diplomacy.

When your army enters other state's territory (and you don't have Non-agression pact) it affects relations between you and the state as well as relations with it's allies and/or enemies. If you declare war or sign a peace, sign an alliance or anything else, it has some effect on your ability to make any kind of agreement with other states, that means diplomacy in KoH is very complex and dynamic, thogh it could go even deeper

Generaly without use of Diplomacy you can hardly win KoH. You need it to declare war, to arrange royal marriages, to sign trade agreements(TAs). Without TA you can't trade so you can't import trade goods or trade for gold.


PS: To answer so general questions such as what does province governing do or what does the diplomacy do in KoH I recomend you to read manual and play tutorial which will answer you most of general questions you can have.
