Since I tried, I found that a good way to use these actions, is to target the islands, colonized for specific ressources, by destroying the warehouse with a bomb. Usually, the computer player does not send troops to protect the island. However, we might see a tower or two.
Because when troops are around, and a building is destroyed, by using a regiment, we are given the possibility to recover it.

What I observed is when the warehouse is gone, it is not rebuilt. So the ships cannot load anything anymore. The route becomes useless. After a while, it creates a shortage then a problem with the population as the ressource is missing. We can see the crowd protesting.
It has a greater effect when the two ressources necessary to remain in the level are missing. If they come from two different islands, the operation will have to be done twice.
The opponent goes back to the previous civilisation. That slows down its progress, or even stop it for good. That is what happened in the game I played.
I thought then, he could buy from the trader or the civilisations, but it did not happened. He lost population, money, power, could not return to the higher level. Then it is possible to take the advantage of it, starting by taking over the islands and to increase ressources. All that, without the trouble of fighting, unless we really want to. But war is costly.

Now, it happened that the bomb worked twice in a row, and failed another time. I guess that is part of the game. We just have to wait untill
the option(bomb) becomes available again.
When failure happened, there was a message from the player saying "there is no reason to do such action". I thought that would lead to war.
Curiously, he was not upset. Maybe because he was highly estimating me during the game. Not sure.
