I'm at citizen level for most of my houses. I don't limit any goods going to any house. It tells me when I hover the mouse over chocolates (I have some from the freetrader's missions) that I have 500 people and I need 700 to get to merchant level. I then build a bunch of houses, they all fill up with 8 people (pioneer level), but it still says I have 500 people. What am I missing? Thanks alot. BTW, all the requirements in the house pop-up box (for the newly built pioneers) are being met and they're happy...

They also need to have EVERY pioneer and settler need filled, and need to be dark green happy. There also needs to be sufficient amount of building supplys.
Make sure building suplys aren't locked, eather
You need 700 Citizen level people, you have 500 Citizen's, the other houses you have are Pioneer and Settler. Until they reach Citizen the number you see when you mouse over the chocolates will remain 500.
You can click on your town center to see how many you have of each status.

OK, I see the difference now, with your explanation. Let me go load it up and see if that's what is indeed happening. Thanks a lot (to *all* who replied).
