There's nothing EXACTLY like the ANNO series, but here are a couple that are similar in ways...
Patrician III
A Trading game set in medieval northern Europe in the Hansa League. This is mostly buyIng and selling and fighting pirates, but in the later stages of the game you get a chance to build up your own towns, do missions for the League, and fight off marauding nobles and pirate fleets. Graphics are pretty good (nice weather effects) but not up to modern 3D standards (game is a couple of years old.)
Port Royale II
Another trading game, this time set in the Caribbean in the 1600s - classic pirate era. You build up a trading empire, but in addition get to act as a privateer to get land to build your own towns on. You can end up with a pretty big empire of your own, with some massive trading and combat fleets. Graphics are, again, not up to modern 3D standards, but pretty nice.
Both of these have far better ship combat system than 1701 does, but don't give you the complete freedom to build up your town from scratch and, having historical maps, don't have 1701's replay value. They also take much, much, much longer to play. In my experience, you can get to Independance from the Queen in 1701 in 4 - 10 hours of playing time, while you can still be building your trading empire in either of the games above after 20+ hours!
I think these two are closest to the ANNO series in the intent of play. Civ City: Rome and Caesar IV are two more recent games with some nice graphics and playability, but they are strictly city-building with trade and combat being much more limited than in ANNO.
