Watch Tower

Wow, I really didnt think that many people were addicted to 1602 like me. Hm. Anyways. WHy cant I build a watch tower? Sometimes I can, sometimes I cant. Most of the time it just blinks. I have plenty of resources for it, it just will not build for me. Are there any other prerequisites that I must have before building one?

Do you have cannons, too? - The tower needs cannons... And you can build it only with enough money and within the range of your warehouses.
