In 1701 you are not able to research all of the options and at some point you have to decide on what you would like to research. For instance Cannon Tower or Mortar. I haven't played long enough to determine if some options are better than others, what do you think?
It mainly depends on your style of play! Whether you prefer to have stronger defense or somewhat stronger attack capabilities!

As Dobber says, it's a matter of your "style" of play -- or stated more broadly, which item furthers your play better. With all the options available, there is no fixed math formula to guide you. That is to say, you have to think about it.
The School is unlocked at "Settler" level and Settlers require this building before they can rise to the "Citizen" level of civilization.
School level research:
Economy 1} 1st - Fire Station,
2nd - Loom,
3rd left - Courier Ship, 4th left - Guild House,
3rd right - Iron Rations, 4th right - Master Craftsmen Certification.
Lodge Activities 1} (Lodge House built) 1st - Pickpocket,
2nd - Ingratiate (endearing) [flattery],
3rd - Demagogue,
4th left - Bomber (Arsonist),
4th right - Saboteur.
Economy 2} (Market Building III built) 1st - Pier,
2nd - Chief Blaster,
3rd - Open Pit Mining (clay & marble),
4th - Mining (iron ore, gems & gold).
Military 1} (Garrison built) 1st - Cannon Foundry,
2nd left - Cannon Tower,
3rd left - Tower Guards,
4th left - Militia,
2nd right - Mortar,
3rd right - Crusade (Lodge Menu) (pre-battle morale),
4th right - Mobilization.
From the Civilization level "Merchants" onwards the University is also available and when built enables further research.
University level research:
Diplomacy} (Senate built) 1st - Translator,
2nd - Military Draft,
3rd - City Key.
Naval III} (Large Shipyard built) 1st - Large Trading Ship,
2nd - Large Warship,
3rd left - Large Sails, 4th left, copper-bottomed,
3rd right - Dry Docks, 4th right - Large Holds.
Military II} (Fortress built) 1st - Stud Farm,
2nd - Dragoons,
3rd left - Pillage (Lodge Menu), 4th left - Howitzer,
3rd right - Fortification, 4th right - Bodyguard (Breastplate).
Lodge Activities} 1st - Counter espionage (passive),
2nd - Poisoner,
3rd left - Traitor,
3rd right - Revolutionary.

That is quite a complex "tree" beyond just military tactics. One should also weight the various choices by the research points required. It may be possible that the placement of the school & university effect the visits of the population which credit the research points. It also helps show the difference between the Mortar and the Howitzer.
So how are you going to use each item beyond the essentionals of 'fire station' ; 'loom' ; etc.?
