Only just bought this game and found this forum so a big hello ;-)
im just working my way through the continous play mode but i cant seem to get to any option to build beyond the beginning pioneer buildings.
I have colonised 2 islands, am making a profit, have over 328 people but can only build houses, markets, lumberjack/fisherman huts/churches etc etc. My people are satisfied as they only desire faith, cloth, food and wood so far.
Am i missing something or is it just a slow rate of progression? Probably played about 3 hrs so far so im not sure what to do next to progress.

And what about the tax? It has to be dark green otherwise they will not upgrade to settlers.

Did you already check the tax load?
Moving the slider bar changes the tax rate and thus the income that makes its way into the city exchequer.
The slider bar has to be in the dark green area to make your population able reaching a higher civilization level.

You say you have 328 settlers, they are settlers or are they pioneers?

It is difficult deciding how to refer to the population as a whole because of the terms used for the different levels of advancement.
Pioneers
Settlers
Citizens
Merchants
Aristocrats
I usually refer to the population as a whole as inhabitants, so as not to confuse with social level.
As soon as you have your first Settler, you will receive a message that you have new building options and will have a new tab on the build menu.
Have you played the tutorial? It is a very helpful tool with this game, especially to the uninitiated of the series.

to be honest, ive never played any Anno games but i have to say, i love 1701 so far, just zooming and watching the people is kinda diverting, hehe.
I think i cheated a little however, i found i was making a loss at first but after about an hour of gaming i saw that if i moved the tax slider bar all the way to the green for a few seconds, my population shot up and then when i put it back to yellow, i was making a profit because of the increase of people in that few seconds. Is that cheating a bit though?
Why no that is certainly not cheating. People do not move in while the tax is yellow, they will slowly move in with the light green and will advance with dark green, however will move out with red.

The tax regulation is a normal tool within the game to control your population and your income.
When you want to upgrade to a new level, the taxes must be dark green, if you simply awant to fill the already upgraded houses with more people light grenn is sufficient, and if you do not want more population, but m9ore income, yellow will do :go:
So changing the tax load is normal part of the game play :gogo:

The tax load is a very important and usefull part of the game.
