You must build Admiralition (or sth like that) building in a province and click special square. Than you pay 3000 gold and import an exotic good.
Admiralition is advanced option of harbour.

First find a province with a fishmonger, or build one if possible, then upgrade it into docks. Then build a harbour (Advanced building), upgrade the harbour into the admirality then you can import exotic goods by clicking on the anchor below the population bar when you click a town.
