1. if you refuse pope will give crusade to another country or he'll excomunicate u.
2. you won't recover his army, you can also loose him if you choose this option (if he conquers land and you wish he becomes your wassal)

You can refuse, most of the time the Pope just asks someone else to lead the Crusade, but sometimes he will excommunicate you and then asks someone else to lead it! You still have the Knight's army left in a camp where he was when he left for the Crusade.
You can recall him at any time, just click on his portrait and there is a choice to recall him. Immediately he comes back under your control minus the Crusader army of course. You can then send him back to the place his army is camped and reclaim his army!
Now if you can spare an army or two to go along with him and help him along the way, you can either let him take the Province and become your Vassal or tell him to keep pillaging then assault the city with your two armies and claim it for your own! If you choose to allow him to take the Province and become your Vassal, he will leave your Knight's bar and you can hire another Marshall and send him to collect the army left behind by him!
