Bug in Emperor Election

Hello, me again, I must be playing this game way too much...

In the French version, when the election for Emperor comes up, sometimes (2 times so far) it says "this guy abstains, that guy abstains, etc" until they all abstain.

Fine.

However, at the end of the vote, the screen says "Congratulations, you have obtained 2/3 of the votes you are the Emperor of Europe" and if I accept, I win and the game is over.

Seems like a bug. How can I have 2/3 votes when everyone abstained?

PS: I had another election, when at least one of them didn't abstain and voted for someone, and things seemed to happen normally.

It´s no bug.
You gain points for your realm. If you conquer much provinces, you´ll be elected only with your base points. I own ~60 Provs and I win every election without aditional votes. :)

OK, however that is not what the manual says. The manual says that only the 5 most powerful countries vote. (Page 7 in French version)

That means either the manual or the game are wrong. So which is it Sunflowers?

The weird thing is that if one votes either for me or for somebody else, then I don't win unless 3 out of 5 vote for me.

Question: How much Realms do you own ramiso ?
