Let's say I hire a cleric to get some of the nostalgia down in a newly captured province. After a while I need a marshall in that province, but I do not have any room in my royal court. If I choose to replace the cleric with a marshall, will the nostalgia go up again?

Nope, after spending the books (up to 1000) nostalgia will stay at 0.
I remove the klerics imideately after their job is done, cause they could be spies. And a kleric spy can hand over your town to the his master.
