While a cleric is governing a realm one of the options is to "adopt the population". What will this do? Does it affect the amount of rebels in the area?

It brings nostalgy down, i think. A high nostalgy causes loyalists make rebel armies and rise up against you.

nostalgy causes up to 10% revoltrisk, religious differences 5%. as long as there are these risks, you´ll face rebellions.
Sometimes there are also famous bandits, but these guys won´t attack your cities, and they are some more "food" for your marschalls.
