Why the game makes me build the structure necessary to buy ballistas& Co. also in the cities that haven't this machines as possible armies?!?

seigeengines are not regular troops like you royal, the local and special local units. You can build the workshop in any of you towns and then you need a marschall with engeneerskill in this town to buy these machines.
