when u have the admiralty, see the Gold ancor on the province's panel, click on it and u can take 1 of that

First of all you need to upgrade that fishing building (not s**** of name) to docks. then build harbor and upgrade to admiralty. And from there follow gado's instructions

The building is called "fishmonger".

and also there was bad information some time ago that you need at least 5-6 admiralities. 1 is enough (for one exotic good, of course :))
