Game Speed

I am having a problem adjusting game speed. How can I adjust this?

While playing you press the + key to speed up or the - key to slow down. This is not in preferences, only changeable in the game. In the top-left corner it should say something like Game Speed set to "insert speed" You can have like .5 speed, 1, 2, 4, and 8 I think.
