Paying countries to go to war etc.

I am new to the game and all the time I see message about the goings on in the world that go something like

"France pays germany to go to war with poland" or

"France lost a war to Germany and as a consequence had to break all agreements with Poland"

My question is, is it possible to do this with my diplomacy? I went through the tutorial and it didnt say anything about paying people to go to war with others. I also defeated Muscovy in a war but I didn't see any option to choose the terms of the peace. Is there way to do that?

Pretty much, yeah.

For the first example you chose, if you were playing as france, you would have: obtained an audience with the emperor of Germany (via the political view or otherwise), then clicked "Demand...", then "...attack kingdom", and then "Poland". Voila. There isn't an actual transfer of money involved, except occaisonally when the other ruler will give a second offer on the condition of some land, breaking agreements with someone, war, gold, a marriage, etc.

For the second one, either 1) you would obtain an audience with Germany and: "Offer Peace Treaty", "Offer Tribute", "Break agreements with...", and "Poland" or 2) Germany offers you a peace treaty on the condition you break agreements with Poland.

You can't sign a peace treaty with a country you have defeated (defeated meaning completely wiped out). However if that country "arises from it's ashes" or come back to power via rebels or loyalites take a town, you will find that you will still be at war with that nation even though you had already defeated it.
