only plays in a window with bottom missing

I'm using windows XP,pentium 4, newer graphics card, but the game only plays in a window. The bottom portion is not visable and I can't click on portions the mouse can't reach. How can I get this game to play full screen. This is the American version of the game which is supposed to have the patches. Thanks for your help. Any talk of a map editor?

well if its any help try lowering the taskbar. it shows a little to me while i am in alt+tab but quickly refreshes.

Try reinstaling your game,get new direcx,new graphic card drivers,etc...
