how do i expand my city

Ive played Anno 1602 for a while but im stuck somehow

ex. i build 40 houses and only 2 of them becomes next level

and it takes ages before i can build new things

why is this? what am i doing wrong ?

One thing is they must have tools available to upgrade to the next level. if you have no tools there will be no upgrading. New product capabilities and new public structures become available at varying degrees of population levels and civilization development. Once you open up new products and service capabilities, you will then need to supply those things they need to advance to the next level. You can click on a house to see what that house is missing, preventing it's upgrading. But if it is any building material they are missing, you will not see that there, you will need to click on a market building or warehouse to tell if they have building material. Settler upgrade requires tools and wood, all further upgrades also require bricks. You can buy tools from the freetraders through a menu selection in your warehouse menu, you select what you want to buy and the price you are willing to pay and then wait for the freetraders to sail by and sell you those goods.

In additon to the a.m. building materials your pioneers also need cloth, a chapel and a marketplace to upgrade to settlers. Click on a house to see the demands of the occupants.

Expand prudently, because the more people you have, the more food & cloth they will consume. If their supply is not constant, they will get angry and fall back to pioneer level or even leave your town. So it's better to build the required farms etc. before you build the houses.

Select the troops by dragging your mouse accross the screen then hold the crtl button and then click on the ship... also known as control clicking
Also to get more ships you need at least 120 settlers(20 houses) you also need either 1100 or 1300 i dont recall which of gold, Tools, bricks, and wood to put it down of course, and then you need cloth and wood to actually build it.
