Why the rebels keep coming up within my empire when all the rebels counters are at negative values ?

That's quite annoying as my empire getting quite big and still growing .......

Isn't there a way to stop the rebels coming up ?

are they loyalists or normal rebels?

if they are normal rebels (with white flag only) try to build hostels everywhere, get kingdom advantage "spring festivals" and increade your kingdom power

if they are loyalists (have white flag + some other flag), that means there is still nostalgy to the former owner, so send a cleric to the province and chose "adopt population"
PS: you can check if there is nostalgy in the province by clicking on province hapiness in town view (the number left of building icon)

I think they are loyalists
and the province hapiness are green states (- %)
And I've kingdom power level 5 and hostels every towns already > <:bash:

yes, it happens that even when you have negative rebellion risk but the nostalgy is high, they emerge from time to time.

Are you sure they are all your rebels/loyalists?

When I have a lot of unstable neighbours (look for fires in strategic view), those armies sometimes cross borders into my territory. I think those are Loyalists who have not been opposed in a while. They become more aggressive, cross borders, and start sieging towns. Please correct me if I'm wrong.

I usually deal with rebels in opposing provinces in a one of a few ways:
-Go kill the rebels myself.
-Conquer the enemy province.
-If the opponent has low Kingdom Power, give them gold so they can raise it.
-Arrange a royal marriage with them.

Another way to look at the percentages is even if you are at -10% risk of rebellion, it's not -100% ... so there is still a risk. The risk grows when you have nostalgia or the people are exhausted from war.

Rebels due to Dynasty change

I find the most sensitive times are right after a king dies. I usually play with taxes on max, which causes a -5 hit on your Taxes risk. When your king dies, you get a -10 Dynasty hit. If you don't quickly follow with a marriage or kids, that might cause rebels to spawn all over your kingdom. The easiest way to manage/control it is with your taxes:

No Taxes = +5 in Rebel meter
Normal Taxes = 0
Double Taxes = -5

If you normally have Double Taxes on (-5) and your King dies (-10), switch your taxes to No Taxes (+5). The +10 change in taxes will counter the -10 King death. When the King's death penalty has reduced to -5, you can up your taxes to Normal. And when it's completely gone, taxes can go back to Double.



You should also make sure the province has the same religion as your kingdom. That will eliminate the -5 hit due to religion differences. Put a cleric on the province, adopt them, and then convert them.

One of the main reason why these mushroom armies keep on springing up is fast expansion. I suggest that do not rush to conquer one province after the other but spend some time building up in the recently conquered one and then after you have completed at least two constructions, especially inn and hostel, only then attack the next one. Rebels and Loyalist become very easy to deal with then! :go:
