Ellvain i got another two suggestions for you.
1The blue province west of the Dneper river should be till the west river bank having in mind it is a natural frontier.Asparuh used it to stop the khazars and ever since this was the most nord-eastern frontier of Bulgaria.The germans also used it in 43-44 as a defensive point against the advancing russians having in mind Dneper is a phenomenon!
There are some magnetic or whatever forces which make the right bank of almost all rivers higher than the left one(Danube for example the bulgarian bank(the right one) is higher than the romanian(the left one).However Dneper is an exception,the left bank is higher so it was(and still is perfect for a defense if attacked form the east.

2Adding a province between Solun and Thrace with name Kavala and borders from Struma river to the west to Maritza to the east)thus increasing the aegian provinces from 2 to 3 which is quite reasonable and historicly correct during the reign of Khan Malamir Bulgaria for the first time won а province on the Aegian sea by conquering the strong fortresse of Serres and the land south of it.

several rivers are not represented on the map, unfortunately, thugh they should.

Marica, Struma and Morava in the Balkans, Prut and Dneper in "Ukraine" all rivers in Asia minor and Vltava and Elbe in Bohemia.

I thought about province of Strymon in the position of your proposal of Kavala. but I removed it in order to have as low number of provinces as possible (I'm affraid there will be a limit of 256, but I might be wrong. If this is wrong, I will add it for sure.
There will also be little chane with Croatian provinces. Easternmost part of Slavonia will be merged with Mačva (Belgrade) and Slavonia will be moced to west, making Croatia much smaller province

I'm not sure what exactly you mean with the Dneper. I try to cath up the historcal regions. I'm not perfectly sure but Dneper flows in the middle of Podole region and Prut (which AFAIK was more important as defensive border in 19th century between Russia and Ottomans) runs in norteast part of Moldavia and makes border between Budjak and Moldavia, while the eastern border of Budjak lies approximately on Dnieper
