i understand you Frank. It was not to be evil or some kind of an attack on bss :D But if you included the famous feature and let ppl have the choice, everything is perfect. Some would use, others wouldn't. Quite simple :D
And another thing: if you only can be in Cv and watch the cities when there is a battle, i don't think there will be much time left to look and enjoy it all.. please let ppl switch to CV when ever they want..

Please note that CV doesn't show "the territory north of Paris" but "Battlefield_near_town_05". The next time there is a battle in the exact place the battle might be in "Battlefield_near_town_01" or something similar.
So in a nutshell:
You can't "zoom" into CV because the CV doesn't represent WV. In CV you battle on a number of different maps, but they are predefined. The "my-kingdom-effect" is near zero, because you can view paris and see one map, and when you view London there are chances that you see exactly the same map (however, it is most propable that you see another of those predefined battlefields).
Please note: This is a free interpretation of the dev's statements.
I will edit or delete this post as soon a dev says something different.

No problem without terrain involvement in the game...
QUESTION: If cities' civilian activity it's only in CV and CV it's only in battle, this breaks normal live, what can we expect from civilians behavior?
Well, the warfare disrupts "normal" life. It's true! As it's true it doesn't happen instantly and everywhere. The maps used for CV are big, mates. As Noble Sir Frank said we are in the middle of very important period of the game development. (A bit of it you may "see" next week)
So, we do not really have time to explain in great detail. But please believe me. The CV is one of the things, I, as game designer, am really satisfied.
Well not being able to CV on your cities/towns/settlements is a big downfall, and you must aobviously know that.. so you must also know whatever you have done in place of that must be extravagant or it will lose the "potential" customers of this game.
Since most have moved into the traditional RTS, and the rest of the drifters that pass by here get captivated by the screens.. but when they hear they cant go in and see those screens close.. they are of course, dissapointed..
I hope you can surprise us :)

No, you misunderstod. CV will be avaliable but only during battles.

and you see exactly the things you saw on the screenshot. Only what changed is the way you access these and the arrangement of the objects. Neither the meaning or content has changed.
