Seems I got no answer... :(

OK, I ask it again, in a short way:

Can you have a governor in every province???
Or are they limited to the 9 (maximum knights in you court)?

Governors (Landlord or Builder) are a profession like marshall, so yes, they are on the "9-Knights-list"

I also think that Frank already answered also your question, Drake.

governing is a mission for knights from your court so you have 9 knights, not governor in each of f.e. 30 provinces/realms

Yeah, but that thing that "you can recall them to your court" confused me a little... I wasn't sure if after you gave them a mission, ie governing, they would leave your court or still be there.
